Far easier to get support for foreign adventures than urban renewal. Far easier. Ending one doesnt open the spigots on the other. That's like the people who suggest that if we shut down NASA we could end hunger. Well, not really.
Let it happen naturally. Why the rush? No one cares about the city of Detroit. Slowly the population erodes all by itself. 200,000 people walked away in the past 10 years. Between 100,000 and 200,000 will walk away in the next ten. Detroit will still be there when someone has some idea to make use of it. We didnt mandate that Detroit boom in 1920 and we didnt mandate that Seattle boom today. Larger forces are at work. There will always be decay somewhere.
I'm gonna put an idea online for the world to see. Prez Obama, if you're reading, here it is. Give me 100K for my nice idea.
The Detroit Panda. My idea is, get bamboo, let it grow in Detroit. It's fast growing and invasive. Then get two or four pandas in Detroit to eat said bamboo. Soon enough the entire city of Detroit will be populated by pandas, and we'll have solved the panda extinction problem. All for basically free. Pandas will live in the abandoned houses of Detroit like the Berenstain Bears. Serious idea, if anyone can make this happen I'd be all for it.
Anyway, this is the most idiotic thing right now about the Detroit bankruptcy, personally.

Mayor Bing already proposed that, he wanted to demolish 1/4th of the city and the concentrate the population in order for the more effectively deliver services. They don't have the money to relocate people nor is the population that excited about the prospect of being forced out of their homes.

It'll take more to revive the rust belt than simply throwing money at it. The bulk of it will require economic growth of some kind to replace the lost heavy industry.

I surely was not. We could have nuked our enemies for a fraction of the cost and would have gotten a more certain result.
But who are our enemies? War is not about winning, just using up supplies, so more have to be made.
We are at the decline phase of all prior governments, The costs were maxed out, then a slight decline, and nothing but war fills the shortfall, war and debt.
Reviving the rust belt would take manufacturing old products the old way.
From Dune, Butler's Jihad, getting rid of all computers, Any product would have to be protected, no imports allowed, and that was tried before, and lead to The Great Depression.
It is not economics, in 1776, there were 600,000,000 to 700,000,000 people worldwide, and besides being poor, they died at 42. Population is the problem that has been chasing us through time.
Those with skills left Detroit, some to the suburbs, some out of State, about 700,000, leaving behind the Ullmah of Detroit, and people best suited for loading bales of cotton and tobacco onto steamboats.
The remaining half million are nothing you would want to talk to.
We have an underclass, that is growing, and we have illegals who are also underclass, and a decline of jobs for educated legal people.
Declining infrastructure, stagnant wages, and most of our wars have been on behalf of the Saudis, who will still take our Bonds in payment for oil.
India and China both have an educated class as large as our whole population, and another group as large, that lives in total poverty.
Being World Dictator is expensive, and it is failing. Started in the wake of WWII, it is hard to maintain when other economies are growing.
Money alone will not produce the best technology, and we do not have an exclusive on brainpower.
We need Detroit, and other cities like it to take up the role of poverty reservation. There has to be a place for those who will never be employed in the future. We should be paying people to move there.
A lot of the War Babies will not be able to afford to retire, or find jobs, and they will need low cost living areas. We could reconstruct some cities as senior living.
We have domestic and international problems, and a non functional government.
We need better books. One problem is a lag of ideas, with the oldest getting the inside track.
Viet Nam was about social control of the war babies, and using up outdated planes and bombs.
Containing Communists, The Chi Com, was worth the lives of 70,000, and the fortunes of all. They still complain about Pinko Hairs, as they do business in China. Someone is aiding the enemy.
Reagan had his 600 ship Navy, including refit WWII Battleships. We are still paying to store them.
The top rank millitary grew, then retired and went to work for the very people that supplied weapons, as the Political Arm of the Millitary. Our Defense was their rank at retirement, and future employment.
They are Lobbist, a Political Party, and our costumed defenders of freedom.
It was everywhere, Minerals Management worked for the Oil Companies, Foresty Service for the Timber Companies, and Ag for AgraBusiness. The Regulators made trades, that benefitted themselves.
Those who had nothing to sell out, Urban Development, Education, destroyed what they were tasked to develop, and still get paid.
For a Government that claimed to be the only thing keeping the Russians from overrunning Europe, in a suprise war, Iraq, they did not have a plan to take over a small and weak country, did not have body armor, vehicle armor, and spent ten years losing in place against an enemy of a few thousand, with no training, and self armed.
Topping off torture and homosexual rape in Iraq, Afganistan brought black detention and torture, and gitmo. At the end of WWII, Japanese were hung for waterboarding prisoners.
Afganistan is another decade of failure in the field, with promotions to higher pay grades and enhanced retirement.
While Americans have not seen a raise in forty years, and a decline in the last decade, Government pay has more than doubled.
NAFTA and Globalization was voted in by Congress. They sold American jobs, and tariff protections. They voted for unfunded wars, raising the debt to cover it, and the only answer is Bankrupt.
One, they should be put out of business, two, their pensions are unsupportable. They are all guilty of war crimes, crimes against humanity, insider trading, fraud, kickbacks, and they and their private sector supporters, have been living above the law. No convictions means they are all guilty, and now they are spying on the Citizens.
Their employers, the People, do have the votes, and the right, to replace them, with a more suitable system, and to charge them for their misconduct in office. Being banned for life from public office, or government employment would work.
We need a bottom up system, it accepts that we have children, old people, sick people, the poor, and the funds for widows and orphans are not for stealing. Fully funding support payments, health care, education, would remove a lot of suffering, and not cost much. Spending would trickle up to Main Street, local taxes, and reverse a trend that is destroying the quality of life for most.
All out Atomic War is not a problem, no one would be left. The needed defense is to maintaining the land, preserving the water cycle, for that is the greatest threat to future generations.
It is something we can do, we have the knowledge and technology, it would provide long term jobs, and we can afford it.
Generations unborn will thank us, or curse us.

You hit the nail on the head there. Considering that around 80% of the population of Detroit proper is black then would sending economically worthless individuals back to Africa where their ancestors came from be a solution to help clear the way for repopulating the city with better quality people with skills and education, or is it just too racist nowadays?

No. No amount of federal money could save the Midwest. It's certainly been tried, believe me. It just has been targeted foolishly, mostly at the prompting of local politicians and congressmen.
And really, who wants to save the Midwest? It's cold, rather colorless, and some states have high tax. People have been voting with their feet for decades, and they have increasingly moved to the coasts and the Sunbelt.

No. No amount of federal money could save the Midwest. It's certainly been tried, believe me. It just has been targeted foolishly, mostly at the prompting of local politicians and congressmen.
And really, who wants to save the Midwest? It's cold, rather colorless, and some states have high tax. People have been voting with their feet for decades, and they have increasingly moved to the coasts and the Sunbelt.
Fortunately enough people have stayed behind in the Midwest to keep the rest of us fed.

That's the agricultural Midwest, which is doing just fine economically. The Midwest I talk about, the industrial Midwest, has a distinct culture and history from the agricultural one. Having grown up in the latter Midwest, I guess I am in the habit of just referring to that region as the Midwest (the other region I just call the Great Plains states). It's a pride thing.
