No, it means that the moral high ground is a good place to site (locate) the artillery to shoot FROM.

I don't get it either. A common complaint of "conservatives" about "liberals" is that the latter tend to take the moral high ground on stuff. Wouldn't artillery be a good thing to have? Lol
