The Bedouin never constituted a nation state in the modern sense of the term.

Is that a criterion for anything?

It is if you want to talk about -sovereign powers-.

Sovereign power comes from organization and weapons. Nothing comes from nothing and nothing produces nothing.

1- Being a nation is not a criterion for sovereignty, and being a nation-state, even less so.
2- I don't care about sovereignty. What is important is autonomy.

Are you a "sovereign power"? No? Well then ... is it ok with you if the government comes along and kicks you off your land without any compensation at all, and sells it to someone else, just because they can?

I'm not sure sovereignty should be required for basic property rights to be respected.
