I don't have speakers on this computer and the captioning attempt didn't work, but from what I've studied on the law so far: it is a pretty giant headache. I believe in the GOALS of the law, but I'm not convinced that the MECHANICS were the best way to acheive those goals. It will help keep me employed, but it doesn't seem like the extra work days that will result will be any fun.
I said that about the passive loss rules way back when, too, and I did eventually have a little fun with them but, by and large, they are laws where the compliance work seems out of proportion to the intended result.
And ... 14 years down the road with the passive loss rules, I guess it wasn't that horrible, and I have to admit to never having come up with a better answer, so sometimes you just go with it.
