For starters, if it happened that you dream about that dreaming 
Today I dreamed about that my mom wakes me up by saying that in TVN24(biggest news station In Poland), journalists talk about the fact that Donald Trump won the election in the US in 30 of the 50 US states 
Besides i give s**t who rule in America.
And than my brother call me, to tell my that in tv station TNT today are whole day would be broadcasting all comedies with Louis de Funes, thanked him and but told,
whether it's the reason why I wake up (time was 9 am) and I said I thought you'd want me to say that Trump won the election in America, i know this. and my brother said, "What are you talking about", only than i realized that it's just silly surrealist dream

In essence you're saying that in your dream Donald Trump competes with Louis De Funes as a comedian for TV ratings implying that the current U.S. election is as big a farce as an all day De Funes film marathon.
That dream was not "surreal" at all! That pretty much how it is! 
Its our real life election that's "surreal".

I just said that i got this dream, than my bro call my to call my about Louis de Funes movie marathon, i wake up and was little mad at him, that i know Trump won, and i want sleep
But he just said that he want to tell my that De Funes is on TV, my brother and i love comedies with him.

Sorry. So the comedy movie marathon was in real life, and not in the dream.

The electoral college is pretty confusing even for Americans, basically we don't directly elect the president and vice president but rather electors do who chosen by however the state decides but they are usually bound by the popular vote in that state. Every state besides Maine and Nebraska bound their electors by winner take all in the popular vote in the state but they do there's by congressional district. The number of EC votes you get is based on how many members of congress you have so everyone has 2 senators + what their house congressional delegation is which the size of is determined by population from the census every 10 years. You need 270 electoral college votes to win, you can win the popular vote and still lose the electoral college as was the case in 2000 with Al Gore. It is a very arcane and confusing process, hopefully I described it right. What it does in effect is make it so candidates have to compete all over the country rather than run up the margins in different regions of the country, it doesn't matter if you win 80% of the vote in California but rather just 50%+1 so little states and their EC votes become much more important.

This number is equivalent to the total number of members the state has in the U.S. Senate and house of representatives. Each state has two senators and the number of members of the house of representatives varies depending on the population of the state. Presidential candidates have a group of people in these states who selected to be their electoral slate. If the candidate gets the largest number of votes in a state then their slate of electors become the electors for the state. A candidate needs at least a majority of the electors in order to be president. If no candidate manages to get a majority of electors, then the issue goes to the house of representatives, who will decide the president by a majority vote of its members.
