Larger-sized items that used to be sold in the States were called "Torpedoes".  They were filled with Potassium Chlorate and black powder, and would explode when thrown against a hard object like a wall ... a sidewalk ... or someone's head.  I think they were banned in the early 1960s, but I cannot seem to verify this.

I was thinking that because they do not work if they are unwrapped. They are not fireworks as they work more like caps one puts in cap guns. While I can imagine someone buying them by mistake if they have not brought their glasses with them, it puzzles me why she ate them without taking the paper off them? (I know they do not work without the paper. I am guessing that the paper holds them in the right position?)
