What is the different between the Mafia and the government anyway? Both demand money from you for 'protection', and will kick the door in if they don't. Sure, the punishment from the former is more severe, but they often do the job more effectively, so it's a trade off that may be worth it.
It is true that I've heard that as long as you pay the mob to leave you alone (protection money) that if anything happens they WILL get the person responsible no waiting, no courts, no warrants, they just go get them and depending on what they did they'll get anywhere from a beat down and warning to disappearing from world (AKA Killed). I wouldn't want the trade off simply b/c they make their own rules and we have no control at all over it not even a little. The courts can mess up and do so pretty badly from time to time this is just a perfect example. My feeling is that this "Roma" family is a rarity in that they knowingly stole a whole families home from them. I say that even though I've heard next to nothing good about roaming people "AKA Gypsies/Roma" I have heard they steal like no tomorrow and have really nice cars parked outside of trailer park houses (that's in the US) but they are people I don't think they all do that. I do think that the ones who don't still stay with their families and travel all over (which makes crime easy b/c they can't track you hence the commonality and prejudice saying they are all crooks) and if they travel all over staying in that society however small it is they are removed from mainstream society and it's moral codes which are taught to people who don't move around constantly it's hard to explain.. But basically I don't think they are inherently criminals they live in a negative culture though kind of like living in a ghetto makes it more common for people to join gangs, the gangs offer safety, money, women, popularity, etc. etc. etc. It's hard not to want to join them in crime when they have so much and you have so little and your poorly educated if at all.
