Moon is tidally locked to the Earth. Mercury is to the Sun (always shows the same face to the sun like the moon does to the earth). The dark side of mercury is almost as cold as Pluto, but the light side is second only to Venus in planetary surface temperature (though venus is slightly farther away from the sun its thick atmosphere has a runaway greenhouse effect).
This planet is probably also tidally locked to its star. So you would get an extreme temperature differential like that on Mercury between the two sides of the planet. Thus an extreme difference in air pressure. And air pressure gradient is what causes wind. So that extreme difference in air pressure would result in extreme wind.
