Yes it's tricky, one simple algorithm is age verification on particular products. There is a already a list of pharmaceuticals that are on a restricted list which doctors won't prescribe unless you have a specialist approval. But that's not going to work with suicidal people > 18 years old.
With murders, it's not individual items but the combination. Again a simple algorithm where a purchase is made of garbage bags, plastic sheets, HCL, quick set cement and a chainsaw should send a warning to Amazon that we have a potential "Dexter"
