I can hear electrical hums like from any running electronic device...but turning them off gets rid of it, I am certainly more more sensitive to it than most people. As for the article if this particular individual only hears this hum in her house...I'd imagine something in or near her house would be the cause of it...and if in most other cases of this its only a specific location where someone is bothered by it then id think it has to be tied to something in or around that location. But what is the question, provided it most definitely is not a problem with the brain like perceiving a noise that is not there.
