There are those that think fiscal stimulus "make work" projects could have contributed to the disaster that occurred in Flint, MI's water supply.

Actually all signs of this points to the governor and his administration doing all of it and then trying to cover it all up.
Literally the Governor ordered all state staff not to drink the water in Flint and stock up on bottled water, while telling everyone the water was safe.
It was one of the many damning things that came out of his and his administration's emails.
The Governor is going further down the rabbit hole as is his administration.
This morning he asked the state for $1.2 Million for his legal defense. Yes he lawyered up today.
The State AG has asked for a few million for his investigation into the state over this, but I doubt it will amount to anything because he is a Republican.
Also the state legislature is mostly likely going to deny the state AG his money for his investigation.
The Governor is refusing to resign and fire people in his administration, claiming the Hillary Clinton with the Democrats and the media in tow are politicizing this into a crisis to sink him and his party.
He also claims all those damning emails, phone calls, papers and all other evidence is being taken out of context and him and his administration are not at fault.
He claims Obama's administration and the U.S. EPA are at fault and are setting him up for a fall over his tenure as governor.
All the evidence points to Governor Snyder and his administration.
To make it worse, they had the studies that all showed them not to switch the Flint to the Flint River, over lead and other toxins in the river.
But they purposely ignored the studies and tried to hide them from the public, in order to "save" Flint money.
This is no coincidence that Flint is a heavily Democratic city that has been fighting the Governor's anti union law in court.
Also Governor Snyder tried to privatize Detroit Water Department over the objections of the counties and cities that use it.
Thankfully he failed.
I live 45 minutes from Flint, but am on Well Water here...

I mean his own party doesn't like him, but they aren't willing to chance a Democrat victory this November for the State house and part of the state senate.
And what if it was a stimulus program / "make work" project that created the disaster in the first place?
I can see where the governor can be alleged to be responsible for a cover up of the problems once they were found but...who got the ball rolling towards a new water source in the first place?
And please, keep the pitchforks in the barn. I'm an Independent. I believe we have representation without representation. I'm not convinced that any politicians are "public servants". Self serving is more like what we elect.

The Emergency Manager was appointed by Governor Snyder and reports to Governor Snyder.
The Emergency Manager has the power to make financial decisions and overrule the City Government on all matters that have financial cost.
The Mayor and City Council objected to switching to the Flint River for water, but they had to accept the decision of the Emergency Manager or take him to court in an attempt overturn his decision.
The Emergency Manager also decided not to buy the chemicals to properly treat the water, which would have reduced the lead and toxicity of the Flint River water.
TO REPEAT THE FLINT EMERGENCY MANAGER HAS FULL BUDGETARY AND FINANCIAL POWERS OVER FLINT AND REPORTS TO THE GOVERNOR NOT THE CITY.
The documents and emails showed that Governor Snyder literally ignored the studies showing the toxicity and lead was way above legal limits in the Flint River, in order to deal a massive blow to Detroit Water Department, pushing the Detroit Water Department into insolvency.
Governor Snyder and his administration documents and emails showed they were hell bent on selling Detroit Water Department as promised to a very big GOP donor, who was one of the biggest funder of the Governor's election and reelection campaigns.
Governor Snyder and his administration fought the counties, municipalities, and the federal government to the bitter end in hopes of selling Detroit Water Department to private hands.
He still says privatization of Detroit Water Department is in the best interest of the people and will lead to new infrastructure spending for the Detroit Water.
Detroit Water provides over 50% of the state's population with water.
To repeat, the city government is powerless in all budgetary and financial matters, including the water crisis due to emergency management.

Well Flint hasn't legally exited Emergency Management yet, so the city government hasn't seen it's powers returned yet.
They did switch back to Detroit Water a few months ago, but it doesn't matter since the pipes are fully damaged by toxicity and lead of the Flint River.
So all the Detroit Water being pump through, is being poisoned by the pipes to the point of turning the water brown.
Governor Snyder claims the state doesn't have the resources to replace the pipes in Flint and needs federal help.
The GOP senator(s) from Utah are blocking the Flint funding bill in the U.S. Senate, claiming the state has the money to fully pay for it on it's own and it's not the responsibility of the federal government to pay for it.

Governor Snyder is being raked over the coals by Congress today and is under oath.
So he has reversed course and stated it was never about finances and cost savings.
Though Ms. McCarthy said it was all about money and they new dangers of switching to the Flint River.
Ms. McCarthy was also ordered to appear today under oath when she gave her statements.
Though Governor Snyder still pressed Congress on passing the emergency funding for flint, while still claiming he and his administration aren't at fault.
At the way Congressional committee was responding to him, charges should be coming soon.
