You completely missed what he said. He said you hear about slavery for 400 years. A quick Google tells me the first slaves taken by Americans were in 1619. That's 399 years ago. He's asking why are we still talking about slavery? Why is still it a big deal in 2018? Why haven't we completely moved on from it when it ended so long ago in 1865? There's no one alive today who was a slave. It's a choice to talk about it in 2018 and he feels it's a self inflicted mental prison holding black people back.

Why haven't certain whites not learned to accept black Americans as equals? Life isn't as simple as in conservative/libertarian fantasy land.
