i still believe that passive action isn't enough to protect future cases of amputation and mutilation of children, the only way to stop it is to 'cut the head from the body'. even if the leaders of the mafia are sent to prison it will continue.

It seems the whole of Indian society is complicit in these happenings, so how can the head be cut from the body with one stroke?

a single strike wouldn't be enough but several well placed blows should be enough, if the children were offered the correct protection and care they may feel safe enough to tell the authorities the locations of those they give their money to, and from there they can work their way up the ladder to the main syndicate.

True but India does have alot serious problems with organised crime and considering some of the things that go on over there this wouldn't surprise me one bit.
