They couldn't enforce it anyways. This policy totally flew in the face of traditional Chinese culture.

They enforced it quite well including forcing abortions.
There was some exceptions to the rule.

This 2 child policy won't change anything in China for the most part.
They are still are set to experience a massive population shrinkage b 600M by ~2030 if not sooner.
This move just slows it down.

The well off parts of China have lower birthrates than Germany and Japan (both countries are on the bottom of the list).
This is mainly due to the costs of living rising faster than wages.

China is just trying to balance out the population between men and women, while slowing the decline of their population by a small bit.

China doesn't want to return to population stabilization or growth, they just want to soften the landing when the population is done declining.

Sometime after 2050, China will probably increase it to Three Children MAX.

A two-child policy is still an autocratic population control. If they really want to increase their population, there are a bunch of Syrians looking for a place to settle, then again, China doesn't have such social welfare as those EU countries do.
