A British guy I work with was one the loudest people I have ever heard to chorus "are they CRAZY, you cant let ISIS members back into the country!" And that guy happens to be named "Mohammed" ( he is a Brit, but he is Black African originally from a Muslim village in Sierre Leone). So Muslim background folks are as terrified of them as anyone else.
Many ISIS folks defect, and desert, and come back with their tails between their legs. Some may have done atrocities but many have not. But some returners probably don't even pretend to repentant. So some maybe return intent on terrorism, but others might just wanna be civilians. Countries like the US, or UK, could funnel returnees through somekind of camp (part therapy, part military, part police) to sort these folks out and their motives. Get intelligence from any and all of them. Help those who want to be deprogrammed from ISIS to do so (if they can proven somehow to be true defectors), and detain those that don't.
To change the subject slightly: I saw a vlog on U Tube of a young amateur guy doing a little "talk show" in which he interviewed another young guy who was in ISIS but got disillusioned and left. The video disappeared the next day, or I just cant find it. But it was rather amusing. I was expecting the guy who defected to say something like "I realized the cause was evil so I defected on moral grounds". But what he talked about were things like "they had a mean drill sergeant, who would yell at us, and say mean things to us....". He traveled across several continents to get to Syria to join an army (ISIS is an army) in order to fight a war. And when he gets there he is surprised that they have something like boot camp (like any army would have), and that boot camp has drill sergeants who act just like the American drill sergeants you see in movies about the U.S. Army, or the U.S. Marine Corps. What the heck was he expecting? Laughed my ass off at him.
