So, the legal question is whether it has meat or not.

Is fat actually meat?

Meat is mainly composed of water, protein, and fat, so fat is one of the ingredients in meat, although it is not meat itself. Meatless meat is composed of vegetable products -- even heme, if it is found in plants. Heme is what gives meat its characteristic red color and makes it smell 'meaty' when it is cooking.
