Time out is standard negative reinforcement used to adjust a child's behavior. The mother, however is subjecting the child to abuse when exposing him to the cold. There is a time and place to use this method. In the carpark of Wallmark when it's snowing is probably not when to use time out.

and the child is vulnerable to abduction, being hit by a vehicle, and other extreme harms (like being shot, given this is in the USA).

The mother's concern when challenged was only for herself, which is telling. I wonder if she hates the child and acts her hatred out, not just in this seemingly isolated incident. My heart shivers for the wellbeing of the child especially now that her behaviour has been exposed - she may target her rage about this at the poor kid too.

If my mom came across a child abuse situation like that she would immediately call 911.

I think that is not too unreasonable to make the comparison. If she does that to the child in a parking lot who knows what she does to him at home.

My mom is not practical, she would beat her ass. Although she's now 71, so I would be her back up. As logic would have it, I would be in jail and need bail.
