I can't imagine how it could possibly legal, but legalities are nothing more than hurdles for Trump to smash through.

Washington DC is already under Federal control. Its ability to "govern" itself is largely within bounds set by Congress. And the bounds can change whenever Congress changes its mind.

I know a number of people who think that only federal buildings and property should be part of Washington DC and the rest should all be returned to Maryland.
