...Since you brought it up - I was avoiding saying this now, but, I finally did do a first draft iof such a letter - But, I didn't have the E-dress and name of the person/s and their office.anx when I asked RR for those, he told me he couldn't find them

If the transcripts were hand delivered, then I'm sure you know by now that you would be reading next about how they got lost or stolen or whatever and it would be back to square one again.
I don't think any of this will ever make much sense or have a permanent resolution. Which would be why it's been years of the exact same situations, dialog, replies and responses.

So keep taking them, and yeah they will come twice a week...so try and take care of yourself as best you can between those visits. I mean you complain about your situation and than you complain about any help you get. I mean sure it would be nice if they could do more but for now they can check up on you to see if you are taking your meds and they can visit twice a week. At least that is something.
I mean you are going to run out of people willing to help you if you act toxic and mean towards anyone whose part of any efforts to help you. If you are concerned you need more care than a visit twice a week you could perhaps, civilly and respectfully say that and see if they can help direct you towards resources for more around the clock care if that is what you need.
It is one thing to be in need of help but then being a stubborn jerk to people doing what they can to help you, is not productive at all.
I second Sweetleaf's sentiments.

" for keepss " - I perhaps did not emphasize sufficiently how utterly confined I was I was in my bed 20-22 HOURS A DAY, perhaps...Trying to sleep, or lying on my back, generally, with my phone - It was, about, the only place inside I could get support for my back! The front door was locked after 5:30 OM and effectively, essentially, in the daytime before then.

...Some people, speaking to me, not only do not only offer me help, as RR dud...even if they offer advice, it's is so ethi v they de and I do right this second, to theettef, and if I do not do so they say " The troue with yku is that you just don't want to be helped! I wash my hands of you - " and generally act superior . After all, they know everything tbat can be known about my situation simply by reading Internet posts! 
This even extended to even STUPID ideas, like getting a false GED .
