does the government? state? can you just build wherever you want?

look at these people, they built there own commmunity. i'd like to do something like this but i'd imagine you'd have to have some great leadership and functional skills. all of wich i am lacking in, Lol.

Whoever paid for it. landowners, quite simply. Could be the government, could be an individual, could be a corporation.
