if mean on WP,its to stick topics to the top of the forum,so that even if new posts are made it doesnt push the stickied one down the list.
it's usually done for things that are important,or for popular things.

Thanks for asking! I wondered about that too- with my sensory issues, that little blob next to the topic reminded me of all kinds of nasty substances- eww! Don't want to touch that!
