Stricter curfew and lockdown rules cannot be helped here.
It's less about the commander in chief and the admins, but more about the street work dynamics.
The norm around the urban and suburban places consisting of group of men in certain spaces, seemingly loitering around...
Being loud, drinking, playing and out in the open shirtless.
They're not there to simply loiter around for a reason. 
They're also there to wait for their shifts.
To judge them at such way, it can mean you're too ignorant about this type of socio-economic class of this specific setting.
In which because the system is too unreliable
No, they're waiting for any job through their own nets of social contacts and circumstances -- very informal and communal -- in which can only be obtained through even more social interactions and relations.
Most of these jobs are unskilled jobs and labor.
In which means to socialize very early also meant to work very early as well.
If one wants a group of extra muscle? Transporters? Just get to know someone from the neighborhood who could do the job, connect them or so-so.
Also you would have to haggle on your own as well. 
And that's just bodied able men in general.
Women and other of sorts requires even more social flexibility and of an insider social networks to get through.
That's just the normal streets of my village. And that's just the barely the basics of it.
A very, very un-aspergian world.
I'm also very certain there are foreign counterparts that are just as similar, just as informal and perhaps just as misunderstood.

Noted this about Filipinos in KSA and all interconnected seemingly all friends all knew each other and it was like a protective shell from Saudi society
N opposite in my original culture the ppl mainly seem to exist to tear each other down as a pastime even in small ways or look down on each other which is why It stood out to me to see other ways.
But my brother claims the opposite is his observation. Maybe I juat pick up on negative aspects.

That will just happen and do it over again.

In abroad this is mostly true.
Call it what it will -- social/cultural custom, sentiment and longing, coping/survival strategy...
It's debatable which is which.
But when at home, they'd likely judge and discriminate one another.
Because from what I could observe, there are more odds of conflicting variables of interests and allegiances involved than in abroad.
