Perhaps they can but nobody has become intimate enough with one to pet it? Or perhaps they are like a cat I'm friends with that is very particular about the technique and won't show appreciation for sub-standard petting?

Welcome Roccos!

No, it is physically impossible due to the way their throats are structured. They can growl, grunt, snarl and make their version of a roar, which is really more of a coughing / chuffing sound. There ya go, they don't roar in the traditional sense either.

I don't know any of these singers. Who are they?

Dear Guybrush Threepwood, Many years ago, I visited a famous zoo, where the animals are behind a moat, rather than fences.
There was a year-old lion cub, and noisy as the crowd was, noisy as the whole place was, and wide as the moat was, we could hear him purring! Loudly! He just basked in the sun, smirking at all of us, quite pleased with himself, delighted to be the center of attention!
You brought back a very happy memory, thank you.....
