Actually, no. Cats sometimes refuse to eat anything they don't want, sometimes starving themselves. My mom used to buy different brands and flavors of cat food when it was for sale, or much cheaper. It would just sit there on the dish for days and days, and she would not eat it, she would not, not, not, not! Finally, when we got her the one she did like, she ate it with no problem.
The dog on the other hand, will eat anything that's edible. The only thing he doesn't like is Peanut Butter Crunch and Meow Mix. That's why it's safe for him to be indoors and leave the cat's feeder out. When I give her canned food on the other hand, I give it to her on the shelf so he can't reach and eat it.
