Is it wrong for a politician not to mention that he is white

I saw a movie about something like that a long time ago but I forget what it's called. A congressman(I think or it was some other similar kind of politician) dies rite before or while running for reelection & this African American con-artist changes his name to the name of the dead politician & goes to the party committee that that he had & they elect him to run for election in place of the dead politician & people vote for him because they think he's the incumbent they voted for before.
