I watched a documentary on "Tetrus" and before the Iron curtain collapsed the people in Russia were not that friendly according to the film. So hopefully things have changed since the late 80's.
Well, I've never been there to see first hand what the people are like. I've only met visitors. The Canadians that have visited here I found rather rude, but they say that people in Canada are nice.
Depending on where one goes in the USA a foreigner might find that we are quite hostile, or very hospitable, it all depends. Even here in Wyoming people from different towns are very different in the way they treat people. Between Cheyanne and Laramie if your car breaks down you get completely ignored, but between say Torrington and Wheatland you might have a couple people pull over to help out.
