I can explain this. Adding one day every four years is actually a wee bit of an overcorrection of the tropical year. (The reason we have leap years at all is because the tropical year is really 365 days 5 hours 48 minutes 45 seconds).So to correct for the leap year overcorrection, every XX00 year that normally would be a leap year is not.
The tropical year being the amount of time it takes the Sun to go through a full cycle of seasons which is not the same length of time it takes the Earth to go around the Sun (this is the sidereal year, and it is 365.26 days). (Tropical year being measured by the solstices and equinoxes, where as the sidereal year based on the suns position with respect to the stars).
