I once lived in a house with a bar downstairs, and there was an old coin-operated public pay phone right next to it. It was rigged so coins didn't need to be inserted to use it though.

all phones are payphones, if you are connected to service. I have a cellular phone, and I pay money to have service on it. So, it is a payphone.
However, I know that around here, even if your phone is not connected, you can still dial 911 and get help. That service does not cost anything.
