I think the boxes are either still inexpensive or free. I'm curious as to what the government has decided to use those frequencies for.

Of cource it has to be aliens. They've been watching our TV programs without paying for them. That's why TV must be more incripted. Seriously though, it's probably less interesting than that.

I think they're trying to make the analog bandwidth available for emergency response purposes.

That reminds me of a movie. I don't remember what it was called, but some aliens were watching some really stupid low budget science fiction show and thought it was real. They couldn't comprehend the fact that people from Earth make up stories, because what the aliens said was always the strict truth. They had no imagination.
