I like the one about a little man dressed in brief authority but I think it's Shakespeare and I don't think it's a proverb but I sort of can see it in life

Here it is:

I think I figured that out as far as spleens, then I got confused. Shakespeare can be a bit WTF at times can't he? But he started it off clear enough. There should be a New English translation like there is for people who can't understand the King James Bible.
