Nobody in the world can make the neighbours stop making a noise, but the doctor might be able to help me get up higher on the council housing list. We're on it already, and despite explaining all the issues in the application, we're still in the lowest priority band. It's because our issues with the neighbours come under grey areas, and so an Aspie/ADHDer with certain sound sensitivity issues just doesn't get taken seriously by the council nor the landlords. But having a medical note signed by the doctor might help, because if living in my own home requires reliance on headphones and earplugs then it's time to look for a place where nobody will be living above. I can cope with everyday noises coming from either side or below, but when they come from above it seems louder and more consistent. I mean someone's only got to walk across the room up there and it's like an elephant is up there to us, where as people in the house next door can walk across the room without you hearing it, at least not directly above your head anyway.
Obviously antisocial noise like all-night parties can be a thing, but then I'd have reasons to complain. My current situation is not a valid complaint, as you can't stop people from moving around in their own home. I get that. That's why I need to move but my reasons aren't valid enough to be prioritised a new place.
Just not having carpet shouldn't make such a relatively quiet activity like sweeping so loud though. There might be something else wrong with the place. I've lived in several apartment buildings over the course of my life and none of them had this issue. In some it was easier to hear the neighbors through the walls, but the only way you would heard them through the ceilings or floors was if they were being extremely loud, like blasting music at full volume. It's really strange, and concerning, that your ceiling is apparently so thin.
I think it's the way they knock the brush against the skirting-boards just vibrates down the walls. It seems to be the loudest activity they do, although I can hear them doing most other things too but their sweeping of the floors seems the most obvious sound.
The floors seem to be that thin. I have recordings of it that I don't know how to post on here, but even just 5 minutes of it would be enough to drive you mad. It's not just the sweeping, they're on the move up there all day and most the night, and hardly ever go out (they always seem to be in whenever we're in, no matter what time of the day it is).
I can tell my partner gets fed up with me having to keep taking my earplugs or headphones out to hear him say something to me. So this constant neighbour noise is affecting our communication. It's okay for him, he is an NT male and can block it out and focus on things, I don't have the ability to do that. He knows that but he doesn't always understand. Just hearing them doing anything up there just makes me see red. I can't bear it. It's all right for them, they're on the top floor, we're quiet as mice for them below, and they've got nobody above them stamping about and making a noise. I want to swap with them, but the landlords just ignore my emails and calls, and we're not really socially close enough to the people upstairs to discuss this type of thing with them.
Someone online once gave me a link to a page that was for noise complaints, but it's no use to me because my noise complaints aren't listed in the options. It's a bit of a catch-22 really, and I don't know how to resolve it. We've been living below them for 3 and a half years now and I got fed up with it a long time ago.

If your ceiling is that thin I'm a little worried it's going to fall through. You really might want that looked at.

Even during the night hours when the law prohibits loud noise the police likely wouldn't do anything if you complained to them about sweeping or walking around. Those generally aren't very loud activities. So, even if you're not close with them the best thing would be talking with them about it. If they refuse there are then two options: the first is to just keep putting up with it like you have been until you can move. And the second would be to annoy them back, but then they may complain about you. I read an article about a couple that got tired of their neighbor being noisy, eventually they couldn't take it anymore so they put a speaker up really close to the wall and set it to play the most annoying music they could find while they left for the weekend. Apparently their neighbor got the message and stopped being so loud.

Yes, it's not a reason to call the police or anything lol, as that'll just be wasting police time.
I don't really want to resort to passive-aggressive behaviour, although I do sometimes bang on the ceiling with a broom handle when it gets too much (if I can hear their stomping about with earplugs or headphones on), and sometimes they stop. My partner doesn't allow me to do this as it puts little dents in the ceiling, but if I put a hat on the end of the broom handle then it does the same trick but without marking the ceiling. He still doesn't let me.

I know it's not polite, but unfortunately sometimes being passive aggressive ends up being the only option. Definitely try having a civil conversation with your neighbors first, but if they don't quiet down get petty. And don't let your boyfriend stop you.

I'm still fuming. It was because, once again, I was blamed for something I didn't do. My stress levels just shot up and I got angry and slammed a few doors.

No. It seems I'm the scapegoat there, like if anything goes wrong and the horrible supervisor can't admit his mistakes then he just points the finger at me even if I had nothing to do with it. It's bullying and something needs to be done. I would join the union but it's about £12 a month and I can't afford that. I know it's not much but it is when you're on a budget and the tax man takes so much of your wages.
Basically the supervisor just wants us all to not help each other and to snitch on each other all the time. That's what he wants. What he should be doing is treating everyone equally, sorting out the lack of staff we have, and checking the standard of cleanliness on the buses that we clean. He should not be threatening us about stupid little trivial things and pointing the finger at innocent workers who are just trying to do earn a living. It's bullying.

I genuinely hate anything here that's remotely associated with that bureaucratic / legal nonsense in our country, especially when they expect you to do everything perfectly with very low tolerance of mistakes (dare you to not near to a road line while turning left twice...) - And you're not an autonomous error-proof robot but a stressed novice just wanting to be legally able to drive a car.

It's just because it's happened before a few times, rage consumes me and I get so wound up. There's no reason for him to do this. He obviously has issues. I mean I know I have issues but at least I'm honest and open about them, I've told him I have anxiety and he's probably figured out by now that I have ADHD, and I openly say how I feel and if I'm wrong I always apologise and just want to move on. But in this instance I didn't make any mistakes, and my work friends are backing me up, they're mad at him too.
