Well, I suppose I shouldn't laugh really - it's too near the truth to be funny.
This mess is even worse than the lopsided extradition agreement the UK has with the USA (Gary McKinnon, etc) but hopefully, and unlike that, SOPA won't ever become a reality.

Even if SOPA gets passed, I imagine it'll get knocked down because it breaks the first amendment, but TBH even if that is the case, this certainly won't be the last time the US government tries to get more control over the free flow of information on the internet. The free internet, as it is now, gives people power in a very real way, and governments worldwide don't like that.

the US government seems to have this idea that they're in charge of the world and they can do whatever they want. Perhaps in the future it'll be down to the rest of the world to show them they're not.

Unfortunately, considering the routing performed by the USA as a whole, this is largely true at the physical level.
But the ethical side clearly needs much more work.

If SOPA passes, all the web hosts will start offering European servers and sites like Google will set up data centres abroad, I'm sure. Google especially seems to be on the side of freedom of speech given the fact it attacked China over censorship.
