Emma, there are some stray cones on the streets, there is one on the main road nearest to me...it moved about 200 metres over the weekend

Stray cones are generally tame, but yes, some are fairly aggressive. It is easy to tell, though.

I've never seen a blue one personally, but I believe they may well exist.
