Yes, those are "The stone gates" - one are one of the four gates ( towers ) in the walls surrounding the old Zagreb - Gradec, which were built in the 13th century as a part of the city defense system. The Gates is one of the best preserved monuments of the old Zagreb, and its current appearance arose in 1760.

And yes it does have a religious purpose since, there are many legends related to this Gate such as:

This picture originally belonged to an wealthy woman. There was a big fire in Zagreb in the 18th century and her house was burned down. She found the picture in the ruins, its wooden frame burned, but the picture itself untouched. That was considered a miracle and she donated the picture to the city of Zagreb.
