It kinda depends - the name originally refers to the smudge of white light across the sky, which is most of (but not all, specifically not much that's in the halo nor anything that is both reasonably close to us and out of the galactic plane) of the Galaxy. So while it has picked up the broader meaning of "the whole Galaxy of which the most obvious feature from Earth is a big white stripe of stars" the narrower meaning of "the big white stripe of stars" is reasonable enough. From a certain point of view, as that old geezer with the laser sword would say.
Not that that was likely uppermost in the minds of the programme makers.
