It's definitely not a gun sight. Nothing on that device leads the eye to the center, or provides a good reference point. A needle tip would be hard to see against many targets.

It looks as if there is a thumb wheel where the needle connects to the frame. Perhaps the needle -- and therefore the loop at the end of it -- is able to rotate. I still have no idea what it is used for.
