The BBC doesn't advertise like this so it must be coming from something else.
What does the "About this ad" link in small text underneath it have to say?
(and BTW: your Hotmail address is visible on that screenshot...)

The BBC website displays adverts to IP addresses that it thinks are located outside the UK. I get them when using Opera Mini (which routes traffic via Scandinavian countries).

It may be that your ISP has started using some recently acquired IP addresses that were previously non-UK.

Can you access UK only content (most TV programmes) on iPlayer ?

Adblock is a lovely little add on to deal with these

Ah absolutely. Along with NoScript I've always used it, and It's essential for maintaining sanity... :lol:

Have you tried browsing around without it? Deactivate it temporarily as an experiment.
What a noisy, distracting mess is revealed...

Haha, yes I've paused it before out of curiosity. The amount of ads on some sites are unreal. I remember one had more ads than there was actual content. I don't think I'd fancy ads on every single Youtube video without it.

the ads are comming from jeetyetmedia.com (backlink broken so they don't get free seo

I expect they'll just quietly add the IP range your ISP is using to their list of "don't show ads" addresses, then let you know.
It's odd though: your IP is clearly UK-based so there must be something about its routing that makes it appear it's not from the UK - to the BBC, anyway.
