Is/are making threats against someone and telling them to commit suicide and gifing tips on how to do it legal?

If not, please tell me what site to go to to report it.

Honestly, dude, it's the internet. If someone commits suicice because someone over the internet suggested that they do so they probably were a waste of oxygen anyway.

It is illegal and against the terms of service of practically every ISP and internet forum. You can report it to the moderator of a forum, and if the abuse is extreme enough, they can track down the person's ISP from the computer's IP address, and send an email to abuse@that.isp. ISPs have been known to disconnect people who are sufficiently abusive online.

It depends on whether it was asked for.... I'm guessing it wasn't but giving tips on how to do things legally for people who really wanted to opt out might be helpful.

If it's the admin of a board, you can report it to their ISP I guess or the police in their country. That's about the best you could do.

A whois service should be able to tell you who registered their domain name, and who's providing the webspace or connection they use.

Report it, even if to your local police. It is not acceptable. Cyberbullying is a huge problem that needs to be stopped. If it happened in the schoolyard someone aka bully would have been suspended...

I think we mostly imagine ourselves as an abstraction of who we are while on the internet. In turn, we can say incredibly horrible things. This leads one to conclude that its best not to take what people say on the internet to heart; the words that someone says are not what they would say in real life. Call it irrational, but I think thats the nature of many people on the internet.
