It happens to me time after time and it makes me worried that people can ready my thoughts.

Today a builder is in the house and every time I go through he hits me with some new thing to be worried about. I would rather he just gets on with it. Anyway I walked back through and he said "I don't want to worry you but there's an electrical cable.." He wasn't taking this attitiude at the beginning he was just hitting me with all this stuff, now he says that he's worrying me, which he is.

Do other people have some incredible ability to read facial expressions to the point where they know individual and particular thoughts or is this some kind of psychic ability?

It is called Cognitive Empathy.

There's nothing special about knowing where to look, knowing which to pay attention to, how to interpret and connect the dots from there.

More so when people knew you enough.
Though with strangers, they'd base it on commonly assumed worries or projections, hows and why first before moving on.
If people already knew you're a worrier, people then figure when and how you worry.

From what I can gather it's quite difficult to read some autistic people by facial expression as our face doesn't always show what we are feeling.

It is how flirting really works. Normal people "connect" without saying a word.
People on the spectrum are clueless as to who is flirting with them.

Not everyone is psychic, telepathic or precognitive

The world contains seven billion people

No one is "psychic".

This is not a "psychic" ability (they don't exist), but merely intuition at work.  The ability is either undeveloped, underdeveloped, or slow to develop in autistic people.

Not sure about people being psychic, as I'm often told I look annoyed, or bored, pissed off, or worried or whatever when I'm merely in a kind of neutral mood.

Anyway, OP, sounds like this builder is doing the usual thing of tyre kicking to extend the scope of the work and get you to pay more.

Psychic abilities don't exist.
People can read facial expressions, body language, tone of voice and things that are implied but not outright said in spoken language. They can not read individual and particular thoughts directly from facial expressions. However, they can sometimes guess them from the feelings they read in facial expressions, from the situation and the context in which you make the facial expression and from your previous reactions and their previous experience with you.

I’m certainly not “psychic.”

So far as I can tell, my face only expresses emotion when I don't want it to.

Back to the OP- my guess would is that the builder knows clients often worry about the state of building works in process. But he hasn't figured out that his attempts to be reassuring are causing you more worry. Now a REAL psychic (were there such a thing) would be playing you a lot more smoothly! Stage "psychics" too- reading and manipulating emotions is their stock in trade. I doubt there'll ever be an autistic Derren Brown.

As long as they affect your emotions others who are watching you carefully may guess your thoughs and intentions to a very high degree. Women are on average better at this then men.

I'm extremely skeptical of actual psychic abilities. However, when I was younger, people would constantly tell me they could "see things coming" when I wasn't paying attention, because I was focused on something else. "Your ice cream is about to drip!" "You're about to put your sleeve in your food!" These things were said with great urgency, as if they were extremely important, and afterward they would say they could "see it coming." I think this may have exacerbated my OCD, as I tried to see things coming as they did.

As far as the builder saying "I don't want to worry you," is he possibly just trying to cover all his bases? Maybe he wants to tell you in case it turns out to be something, but he also wants to be covered in case it turns out to be nothing?

Yes. It can also be used as an expression meaning "Sorry for interrupting" or even just as an introductory "Excuse me" before reporting that he's found something unexpected. It's a way of veering off the main topic onto something else.

A double-edged statement as he may genuinely not wish to worry you, but on the other hand a bit of worry might mean an extra bit of work and more cash for him.

I agree in this instance he's just trying to drum up business. He was making a sales pitch by presenting you with a potential problem that he can easily solve because he's already there.
