I personally would not call social services yet. But, that has more to do with my lack of faith in social services to actually help in appropriate ways (appropriate ways for this family might be parenting classes or a parenting mentor, social worker for accountability, etc.).

Anyway, here's what I would do:

Kid walks in the house, take him by the hand and walk him home and deliver to father with a brief statement of why you are doing so (sounds like you may have already done this, good for you).

Kid plays in street--go tell father and insist that he get the kid out of the street

I might do the same thing with the doorbell as when he walked in the house, but seems like it doesn't bother you as much as it would bother me.

Maybe have some good times with the kid/neighbor family as well--invite him over to play in the sprinkler and eat Popsicles one day (this is assuming you have children his age).

But, my basic plan would be, kid does something unacceptable = walk him home or tell the father.

You might also want to tell the mother about the unsupervised play (particularly in the street), since it seems she might be upset at what her husband is doing and might prompt him to change.
