A gay guy has the same right staring at you as you do staring at a woman. Which is full right (if it's just looking, not an uncomfortable stare nor a long one - if you punished mere looking you would have to make all people walk blindfolded) or no right (if it is prelonged or sexual staring, clearly directed at ass, breasts or dick).

If a guy does the 2nd you have full right to be angry at him - just like a woman would. It got nothing to do with homophobia. But if he is just looking every now and then - who cares?

Let's be honest: all guys stare at each other's dicks in locker rooms. It's a natural curiosity, and it's not a form of harassment. So what's the difference if you do it or a gay guy, or any random, unspecified guy looks at you?
