Some of the reasons for a permanent exclusion:

Any positive result on an AIDS test, even a false positive.

Any use of recreational drugs or steroids by injection.
-For men:
Any act of sex with a man since 1977. (Women are allowed to donate after one year of discontinuing sexual relations with a homosexual provided that they pass an AIDS test.)

Any permanent residence in Africa [including being born there] since 1977, or any receiving of blood or blood products in Africa.
-Three months or longer stay in the United Kingdom or other area where the human form of mad cow disease is prevalent.
