That's unusual. Most ceiling fans have the blade angles permanently set and just reverse the motor when you want to blow air the other way. In the summer you want the air to come straight down from the fan so that you get the cooling effect of air in motion. During the winter you want to blow the air up toward the ceiling so that it disturbes the warm air up there and spreads it evenly around the room.

I did a Google search for "220v wall-mount fan" and the very first item on the list was a page that included this model near the bottom:

Another option would be to buy a common 110v fan and use it with a step-down transformer.
