Those sound a little bit like ADHD or overload... if it's something ADHD-like, then you could treat it like you treat ADHD, with organization lessons, adjusting your environment, and optionally stimulant medication. However, if it's overload--stress, sensory, whatever--then just taking ADHD meds won't help it, as you have to get to the bottom of whatever's causing the overload and work on that.
One "natural medication" you might try is caffeine. If you don't react badly to it (most people don't), it can act as a mild stimulant, and increases concentration and motivation. It's also safer than the prescribed stimulants, though unlike the prescribed stimulants it is strongly physically addictive and can lose its effect if you use it every day. (I'm talking about tolerance here, not about pathological addiction. Having a physical tolerance to caffeine does not interfere with most people's lives; it's just that if you're using caffeine for the stimulant effect specifically, you can't let the tolerance get too high because it'll lose the effect you want.)
I am actually having similar motivation problems right now. Sadly, I often wait until the deadline has me so anxious that I get kicked into gear; and that's not a good way to live because of the high stress level. I have had some success with deliberately breaking down tasks into very small bits, so that doing one bit at a time doesn't seem so boring, overwhelming, or annoying. It is generally easier to motivate yourself to do something small than something big, after all.
