I haven't tried any of them, but sorting the amazon results for noise cancelling headphones by most popular brings a few Klipsch models to the top of the list that are within your price range. I tend to do that with amazon purchases - check out the star rating as well as # of ratings.. if thousands of people say it's 4/5 vs. dozens, it's a much more valid rating.
I used these - and I'm not sure why they came up in the results as I don't think they have any noise cancelling technology aside from a snug fitting silicone bud: (I just went and read the description closely, and that of other inexpensive ones - the "noise cancelling feature," or "superior sound isolating," is simply the snug fitting silicone bud to block outside sound. It's just marketing speak vs. technological noise cancelling.)

Besides the sound being ok, one of the best features is the heavy duty copper cord - they don't get twisted up in a rats nest in your pocket & will very easily just roll out straight again.
I'd kinda like to try some active noise cancelling ones to see if it truly is better at reducing anxiety by reducing noise levels further while still listening at a low volume. Does the noise cancelling still work equally as well if you're listening at a very low volume?
The biggest concern I would have would be not hearing something critically important for safety, ie traffic etc while out for a run.. that in and of itself could be anxiety inducing vs. reducing, no? Hmmm. I suppose using ANC headphones would make life a bit more like it is for my deaf friends and I'd have to just adjust to using my eyes and other senses a lot more.

This first one is merely noise isolating due to the silicone buds, but still worth a look because it does seem that some thought has gone into their design & they may be the best of their kinds w/o going to ANC (active noise cancelling):

*was just about to copy other links and noticed they're all noise isolating w/ just the silicone buds.. shady marketers. I redid my search for active noise cancelling headphones & the most popular bud result is the ACN3 you posted. Seems you've done the same thing after all.
Reading some of the reviews about being able to sleep with them on in a noisy airplane makes me wonder if having them in would be better than earplugs at night for sleeping, as I can still hear the traffic noise through earplugs & at times it keeps me awake.. aaaallll niiiiight looooong. Does the noise cancelling still work if the volume of the music is set to zero? Ie can I plug these into an mp3 player and then just use them to filter out traffic noise so I can sleep at night? Or does the ANC technology only turn on and work if the volume is on/up? From other reviews I *think* it would still work as people have said they can listen at low volume, and that's one of the perks, as they don't have to turn it up to drown out background noise.. but does the ANC still work at zero volume? Anyone have a pair they've tried this with?

They do turn on and play the white noise without music so technically yes, but they don't work well without the music, they don't block out much noise.
They do work well at a reasonably low volume....you don't have to crank up the volume really high or anything.

hmmm, perhaps I'll try a pair sometime - but I don't want to waste money on a cheap crappy pair, so I'll just wait until I have the disposable budget to pick up something decent. The specs and reviews of the Phiaton ones sound pretty good.
There's a pair of pioneer ones on amazon that claim to have a 120h battery life vs. the 50h of the Phiaton ones, but from the specs & reviews the Phiaton ones sound like they'd do a better job. Hmmm... tough call. Would be nice to try a few pairs back to back and compare vs. having to spend a few hundred dollars to do that.
