I have serious noise sensory problems and have been overwhelmed trying to figure out and find the right noise cancelling device.

I've already purchased two ear buds from amazon and had to return them due to ineffectiveness
(Shure SE215 Earphones SE215K)
AND
(Phiaton PS 20 NC Active).

1) Can anybody recommend a good product which will block out noise so at home or work it can feel quiet regardless of how many people and TVs are in use.

2) Are ear buds or headphones better...I don't care really, I just want some relief!
PLEASE!! !

EDIT: This is what I am thinking of getting:
Bose Quiet Comfort 15

I have sensitive ears and am on a serious budget. What works for me is any noise cancelling headphones with over-the-ear hearing protection. I got some electric ones from Harbor Freight for under 15.00, and I can just turn the volume up on them to hear people without having to remove them. Works great around the house, but might get some looks out in public.

I wear Howard Leight laser lite foam earbuds at school and carry them around for whenever I feel overwhelmed by sound, I put them in, and they're fairly effective and enough to get me through school. A good pair of JVC noise cancelling headphones on top playing music and you're completely dead to the world which is helpful for me. But just for blocking out noise and still being able to hear, I stick to earplugs. :D

When I was a kid, I used to come home at 2, and have the house alone for 3 or more hours.
I was able to re-charge, settle down, and have my own peaceful thoughts.

Now, with work, and my family being late nighters, I have next to no time without any noise or people and it overloads me, gives me headaches, and I cannot think or relax. I am in a constant state of confusion and overthinking. Do these really help with this stuff....in making you feel as if you are "home alone" and able to calm down?

It can be a beneficial part of a recharge routine, but its like prescription pain killers; don't get to where you can't function without them. Use wisely.

I bought the QC 15. They are REALLY expensive. They DO help. They aren't perfect and you have to turn them up pretty loud to block out some noises but I think they're the best ones. I had been going to stores and trying out various ones for years. I have Sony noise cancelling ear-buds and they're useless in comparison.

I just bought the bose and have been disappointed. Yeah it helps some with ambient noise (fans) but I can still hear conversations, it is not the bubble I envisioned.
I guess my expectations were too high.

Have you found this to be the case?
I work in an office and have have been so stressed and full of anxiety I thought this would help me feel like I was home alone.

I heard that active noise cancelling headphones are designed to mostly reduce low frequency noises such as engine etc that are constant. So human voices are probably not really that effectively cancelled. But obviously Bose QC15 is the best of active noise cancelling headphones. I've been looking at many reviews. I'm convinced that there's nothing better.

Have you tried the sound isolating ear buds/headphones? They obviously don't actively cancel noise, but tightly seal the ears with buds.

Is there anything else you can tell us about the Bose? Is it QC15? I'm very close to buying a pair, too. Do they cancel running car noise very well? That's my main problem. Do you use the noise cancelling without listening to music through the headphones? I want silence without music. Excuse me for asking you questions in your thread.
