Maybe I'm 45 or 50% sure, but I want to give a thorough answer to your question.
So when you ask where someone lives, you fragt, 'Wo wohnen Sie?' That means, as you may have learned, 'Where do you live?'
'Woher' roughly translates into 'where from', so if you ask a new acquaintance, 'Woher kommst du?', you are asking where they're from.
