Frankenstein's monster was sentient and kind under his monsterous exterior. He hurt others because he felt lonely, alienated and envious but, clearly, that doesn't justify his behaviour or his desire to hurt innocent people.
I think a Wolf Man has more consistency of character, because he doesn't lash out at society except to protect people.
