Theoretically, yes. But they are so complicated and difficult that not even most native Finnish speakers have the faintest idea how they are formed. So, we use numerical abbreviations instead and the above number would read "9898:nneksi". Sometimes, however, you have to try to say them aloud and then you're in trouble.
