What does SHE think is best for you? To languish under her roof, not taking public transportation, not driving, not being an adult, etc.
Tell me: what is she going to do if you happen to take a bus?
I think you have to honor her in a way, since she's your mother. Does she have some kind of chronic condition? Does she fear living alone because of that?
Even if she has a chronic condition, she has a moral obligation to let you grow, and to allow you to reach your full potential. Living under her roof, under those conditions, will not allow you to reach your full potential.
It seems to me like you have a path towards independence, if only your father would do the alimony thing (which is no skin off his back, by the way. It wouldn't cost him anything, I don't believe). Your father's acting like a fruitcake, too. He's not being a good dad, at all!
I understand you're in a bit of a dilemma right now.
Yes, it's possible that your father might not do what he says he's going to do.
All in all, if I were in your position, I would take a chance and live with your father, so that I could potentially reap the benefits of DDD's programs.
I would also begin to save money towards obtaining your own apartment, should everything fall through.

My mom has OCD and some separation issues of her own, and my dad is just.....fighting me. I have already started saving just in case. I was born incorrectly, if it wasn't for this godawful condition, things would be different.
I feel my parents just weren't meant to be parents and didn't have the skills to take care of a child.
Truthfully, NOBODY I've met is like my mom.
